Lisa A Civitella JD LLM founded Libertas Unlimited LLC following a 20+ year career primarily within the Big 4 accounting firms. As Founder & CEO, she created Libertas as an Indirect Tax specialty consultancy.
Her experience crosses numerous industries involving various tax technical issues and includes managing comprehensive tax review engagements for Fortune 500 companies with global operations related to their Indirect Tax processes, procedures, compliance and overall Indirect Tax strategy. Additionally, Ms. Civitella successfully defends clients through the state audit and appeal process.
Lisa is an alumna of Culver Girls Academy, earned a Bachelor of Arts from Washington & Jefferson College, holds a JD from Widener University School of Law and earned her Master in Laws (LLM) in Taxation degree from Villanova University’s School of Law.
Her community and board involvement includes various volunteer board and committee positions with societies whose mission is to provide further support for our Veterans. Additionally, she serves on the Board of Directors of Thombert, Inc.
Olivia G Mascharka
Manager
Olivia Mascharka is a magna cum laude graduate of the University of North Carolina at Charlotte. She has an extensive background in pre-law studies and excelled in Legal Research & Writing, Advanced Logic and Technology in Law, among others. Ms. Mascharka completed an English degree with a dual minor in Pre-Law and Philosophy while leading the University’s mock trial team, creating the Honors Program Newsletter and conducting award-winning undergraduate research.
Continuing with her passion for the legal profession, Ms. Mascharka attends the Faulkner University of Thomas Goode Jones School of Law’s Juris Doctor degree program where she has earned Dean’s List honors and is a Junior Editor on Faulkner’s Law Review. Additionally, Olivia co-authored the articles "A New Tax Era: Maryland's Digital Advertising Tax” and “And Then There was One: Florida’s Commercial Real Property Rent Tax” published in the Journal of State Taxation. Ms. Mascharka is a student member of the American Bar Association, the Pennsylvania Bar Association, the Erie County Bar Association and the Institute for Professionals in Taxation.
This background coupled with her experience in writing and research-based projects enables Olivia to excel in her position as a Manager with Libertas.

Siding with the utility taxpayer, the Appellate Court of Maryland (Court) issued a decision granting Potomac Edison Company (Potomac), a Maryland electric utility company, a $2.4M sales tax refund. The Court held that Potomac’s process of transporting electricity from a power plant to the final customer constituted a “production activity” and was qualified for a sales tax exemption under Maryland law.
